Overview

Northgate Civic Quarter is planned as a new civic quarter in Staffordshire. The wider vision is for around 1,200 homes, together with schools, shops, business space, healthcare, play areas, public transport, parks and open space.

This consultation is about one new residential phase within the wider Northgate Civic Quarter development. It is expected to include around 350 new homes, including apartments, mews homes, semi-detached homes and detached houses. The homes would range from one-bedroom apartments to larger family homes.

The proposals are also expected to include affordable housing, including homes for rent and shared ownership. The final number and mix should be confirmed as the application progresses.

The broad principle of development at Northgate Civic Quarter has already been agreed through an earlier outline planning permission. This stage is expected to focus on the detailed design of this phase, including the layout of homes and streets, the appearance of buildings, landscaping, parking and connections to the wider area.

The proposals have been updated following discussions with the local planning authority. This consultation gives residents and local stakeholders an opportunity to review the proposals and share comments before the application is considered by the council.

The site

The site sits within the south-western part of the wider Northgate Civic Quarter masterplan area, off Station Road.

It is close to existing homes at Old Depot Yard, with Station Road to the south and green corridors, open space and watercourses forming part of the wider setting. The proposals will need to consider the relationship with existing residents, the appearance of the development from Station Road and how this phase connects with the rest of Northgate Civic Quarter.

The Market Brook corridor lies to the north of the proposed development parcels. This forms part of the landscape setting and is expected to help manage surface water. Northgate Civic Quarter also includes Northgate Civic Quarter Brook and Monks Brook, which are part of the wider water strategy.

To the west, Civic Green open space is expected to help connect the new homes with the wider green network. A neighbourhood green and play space are also identified nearby.

The wider Northgate Civic Quarter area includes Library Gardens, a 38-hectare woodland with a 1.7-mile circular trail. The source material states that more than half of Northgate Civic Quarter is intended to be green space, although the detailed proposals for this phase will need to show how it contributes to that wider approach.

The proposal

This phase is proposed as a new residential area within the wider Northgate Civic Quarter civic quarter. It is expected to provide around 350 homes, including apartments, mews homes, semi-detached homes and detached houses.

The homes would range from one-bedroom apartments to larger family homes. Affordable homes are also expected, including homes for rent and shared ownership. The final number and mix should be confirmed as the application progresses.

The new homes would form part of a wider planned community, which is expected to include a primary school, medical and sports facilities, local shops, public transport improvements, open space and other community facilities.

Buildings would mainly be two and three storeys. Taller buildings may be used in selected locations, such as important corners or entrances. A gateway apartment building is proposed near the entrance to the wider development.

The layout includes a network of streets intended to make the area easy to move through. Homes would generally face streets, paths and open spaces, helping to provide natural overlooking.

Parking would be provided in different ways, including driveways, frontage parking, garages, carports, undercroft parking and some parking courts.

The design also responds to the site’s main edges: Station Road, Civic Green and the Market Brook corridor. Further detail on transport, drainage, ecology and construction will explain how the proposals would work in practice.

Northgate Civic Quarter includes a wider water strategy using sustainable drainage, lakes and water storage to help manage heavy rainfall. The detailed drainage proposals for this phase will need to show how surface water would be managed.

Design and character

The layout is intended to follow the approved Design Code, with homes arranged around streets, green spaces and key gateway locations.

Construction would take place in phases and should be managed through a Construction Management Plan. The wider development is expected to include schools, shops, healthcare, sports facilities, public transport and open space.
